    1. Can you add a user to your account?
    2. Why are you keeping it a secret? Maybe they have come across something that shows you owe them money from the past.
    3. In your limited status, are you allowed to send funds to anyone?

    One more thing, if you don't comply, they will probably send you a check in about 180 days for the balance in your account. I've seen that happen in the past - not sure if that's still a policy. Paypal has really changed their features in the past decade. Many of their features were very helpful to me personally, but I guess there wasn't enough demand for certain things.
