    Anyone can get a paypal without a human being of that name or age. But problem comes when it gets limited or need any kind of physical verification.

    Why did they block it at the beginning ?

    Most likely they are not going to restore it even if you submit your docs till 6 months get over. This depends on what reason they blocked it. If this is just regular checking, than they may restore it

    Edit - They don't give rat's @$$ even if you send your mother's passport or whatever. They don't care honestly. :) I was having $650 when they blocked my ID, I sent them all kind of certificates but I was only able to got the money after 6 months. If you have violated there TOS than I am sorry, they are very strict about it and will not open it. Can you make a new paypal on your mother's name from a differnt IP and address ? afterall you just need to use for payment, right ?

    Actually, I had a PayPal account under my name. I'm 16 years old. I faxed my mums passport and a utility bill under her name and my limit was taken off.

    Not sure about everyone else though, but that's what happened for me..

    There are softwares that can figure out if a photo has been modified using any softwares.

    It's unethical.

    Not really a good idea.

    I deal with PayPal a lot and on a daily basis. PayPal are classed as a bank and there are strict rules they have to follow which is why in their terms for most countries they say you have to be over 18.

    I do know that you can change the name on an account though. I have done it. My PayPal account used to be in my maiden name - which I then changed to my married name, with I did online and was not asked to verify.

    When I need a PayPal account for business purposes, I then changed the name on my personal account to a registered business name and then upgraded it to a Business account.

    I just went into the account profile pages and it was done in a few minutes.

    Paypal is not a bank, and they are not bound by banking laws. They have less legal options than a bank for protecting their clients, and they have more control over the clients funds. You are at their mercy.

    You can easily make it a new account...

    I did it few years back.. been using the account with no problems.. make sure you verify it with a REAL credit card.. if you use a VCC then that will get your account banned..
