It's totally logical. Just one scenario I can think of where this may happen: Maybe you've had a disagreement with a buyer and no amount of money or apologies will make them happy. They pass on your info... Voila! I could think of several other scenarios as well. I have no idea how it happened to me but I assure you, it did. People shouldn't fall into that false sense of security re: their name. Just don't follow links in emails. Always log into the site from your own browser.
Paypal limited my account last friday, because I did have large sum of transactions happend too quickly. But we just followed what they asked, faxed in all the information they requested. Our account was restored on Monday morning. It was all done in the same business day, and we had quiet a bit funds in the account. What I'm saying is, whatever your problem is, follow the procedure, give paypal what they need, fax in an letter explain your situation. They are a business to help people transact money, its what they do, I'm sure they'll react accordingly.
