Hello, I've problem with paypal limitation and I'm fed up with it..

Here's the whole story. On 03.10.09 I've purchased from Ebay macbook pro. On 05.10.09 the seller told me that the Paypal is investigating my case and he will cancel the transaction. Then I went to Paypal.com and saw that my account is limited - the reason is paypal had discovered unusual charges with my credit card. I've sent as proof my passport ID and Decleration Certificate that proves I'm declarated , but actually I've moved to other adress. To not pay for transfer from bank to bank to my credit card, my mother, gave me her credit card that so I could purchase. The thing for me it’s hard to prove with the utility bill, because I live with my family and my father pays the bills for the flat and the utility bill would be in Latvian, is it a problem for paypal or I need to translate?

If you used your mother's credit card, her credit card company may have noticed the unusual transaction and notified paypal. At this point, it sounds like you should call them on the phone and ask what you can do to resolve the issue - talking to a human is much better than going through their largely automated system.

This situation happened to me before, just contact Paypal (via email or call) and explain your situation clearly so that they can understand well.

For Paypal, it is always advisable to use credit card that has the same name as the account. This is actually part of Paypal security measure. Don't worry, call them up and explain. I think this is the best way.
