You have to verify your account by linking a credit card. But first change the account holder settings to match your real details.
My account got limited before and lifting paypal account need to submit a copy of your utilities bill or other proof to verify you are the real owner of the account.

Bullshit you say? If you ask me, you totally deserve the limitation because of using a fake name. But no need to pay $200 to someone to do it. Just change all the info to your real info and provide the documents they ask you for. Should probably work, but I'm not sure because of you using the fake name, which is weird. Or you could provide some fake documents with the fake name, but I wouldn't recommend that. They have a reason to limit your account, but if you're totally legit, then there shouldn't be any problem lifting the limit. It happened to me too, I just sent the documents they asked for and it worked. Good luck!
You can't change your name on paypal after creation.. that's the problem. That, and I'm underage (17). I appreciate the concerns, but they're unnecessary. As of now, I've gotten already ~30 PMs that want to help, so this thread can be closed.
Just find any ID without the birthdate listed on it; I used my university ID to lift my limitation and it only has my name + country
