Unfortunately you have transfered too much money for a 'non-verified' account. I think the limit is around 400-600 USD/month. And with a non-residency in a Paypal allowed country there isn't much you can do without a blackhat method of confirming someone elses identity. For some reason Paypal does not verify certain countries: https://www.paypal.com/worldwide/
i opened paypal france account from my country and i used it before they limited i wait 180 days they lift limit but now after i reciev ed 3300 limited again and i cant give them information coz im not living in france is verefied paypal
