If those merchants have a 'buy now' button, just click that and you will taken to the login page of paypal, do not login, click link of 'don't have paypal account - pay as guest' fill the credit card details and pay as guest.

Yes it works perfectly. And even you can pay via CC attached in PP.

May be you are doing something wrong.

Are you using a card having "Verified By Visa" or "MasterCard Securecode" which requires an additional password authentication ?
Also, my cards on file at PayPal were working fine a month ago and still work on IRCTC website !!!

^^ Yes I have that activated on my card. But there is no problem as you are saying. Its working well. Also in VCC it doesn't asks from any additional password.
It will ask if you use your real CC or DC.

Cards that "Verified By Visa" or "MasterCard Securecode" will work perfectly only with those merchants which support this service. As far as i know IRCTC support this service. To pay other merchants you need yo use a normal credit card

Paypal India is now undergoing so many problems and restrictions. These developments are not good for Indian marketers.
