Paypal is not Accepting my PAN Card.Any one else facing similar problem??

hi i don't know why paypal is not accepting my PAN number and i wrote to paypal thrice and these are the various replies i got from them.

After adding a bank account you can confirm bank account ownership by
completing an easy authentication process. We do this because PayPal is
committed to protecting our members and this process helps protect your
identity by validating bank account ownership.

Once your bank account is confirmed, it can be used for withdrawals.
Once your bank account is added, PayPal will make two deposits to your
bank account each ranging from .01 to .99 cents. These random deposits
will post to your U.S. bank account within few business days and are at
PayPal?s expense. We will not attempt to reclaim the deposits.

You will be able to see the deposits on your online bank
statement/physical bank statement, or you can even call your bank
directly to obtain the exact deposit amounts. As soon as you know the
amounts that we sent:

1. Log in to your PayPal account.
2. Select "Profile" in the heading at the top of the page.
3. Click "Bank Accounts" under the Financial Information column.
4. Locate the bank account requiring confirmation and click the
?Confirm? button.
5. Enter the two deposit amounts.
6. Click the "Submit" button.

Entering the deposits successfully confirms the bank, lifts the account
sending limits, and permits you to add funds from your U.S. bank account
to the PayPal balance.

Note: Occasionally, financial institutions combine the two amounts into
one total. Don?t worry, if this happens, we can finish the confirmation
process for you. All we need is for you to either call or email us to
give us the one total.

random deposit amounts to confirm your bank account. I would like to
inform you that we have not sent any random deposits since January 27,
2010 due to the bank transfer delay we have experienced in the past
weeks. Please note that we will be re-sending the random deposits soon
after the new withdrawal process is in place and fully functional.

If you require more information other than what I have provided, kindly
contact us as we try our best to give you immediate answers. Thank you
