I guess the above issue reflects the below mentioned. Well it's been like 10 days now since i have made a withdrawal request. I have spoke to Paypal CC over skype as they are having issues transferring to Indian Bank Account (This may be due to April 1st IT or other related issue) which will be resolved before this month end time. I know this is what they are going to do. As this is what the info we received from bankers at the beginning of 2010. But we did not take seriously. Now we suffer.
Paypal is currently the strongest monopoly at the moment just like google in search u cant easily find competitors
They have the worst service standards too. Why can't they just clarify their position on their blog and end all this confusion..
As Bohra said, its a monopoly. There's no competitor for PayPal in India and that's the reason they are doing things pretty calmly

I don't think that's a very sound advice and lalitdhiman will find it difficult to explain if PayPal asks for proof . Also, the payment site and it's description of payment will make the fact evident that it's not actually for freelance writing.
Account limitation is not an issue. They do it for security reasons. And it is not done to harass people. But the limitations is making use of the paypal balance to buy something is really strange.

If you read carefully the updated policies on paypal's site, you would see that the withdraw money to bank accounts within 30 days of receipt is imposed on people only from South Africa. It is not for Indians. Atleast for now.
