Ya, open a dispute. But please don't open a dispute if you have received items from a seller. I once sold a VCC that of course can be used. The buyer used it and even asked me for the expuse number. I gave it to him. After several days, he open a dispute telling PayPal he didn't receive the item he paid for. :(

Once you open dispute in paypal against seller then paypal investigate further in that direction and ask seller to provide shipping details etc. and if he/she fail to submit those details then paypal reverse funds from his/her paypal account to yours.

paypal almost always sides with buyers. so you are safe. open dispute, escalate to a claim, and get the money back into your balance.

If you pay with "transfer money to friends & family" instead of "pay for goods and services" - you can't open a dispute and therefore you can't get your money back. That's what happened to me.

But anyway - if you DO get the product but it's not in perfect quality... Let's say you're buying a TV series.. It's supposed to be 1) COMPLETE and 2) IN GREAT QUALITY. And then when you get it, there's one or two episodes missing.. or even one or two scenes from some episode missing.. or the quality is bad in a few places. Or generally worse quality than expected. Even if it's 99 % great.. but you're still not happy with it... Can you still get your money back? And who's money would that be? The seller is not gonna wanna give any money back, if he sent something that is 99 % perfect, or maybe even 75 %. So will it be Paypal's money? Someone elses? No money at all...?

Open dispute but if again conversation with seller and he say close your dispute then i will back your payment ,never close dispute because dispute open at once. i wish you get payment back. But scammer mostly not use only 1 paypal , Maybe he have unverify paypal , or he withdraw all payment even you open dispute. The only reason if you open dispute and your seller not replying you that is sure he don't care about your dispute ....
