A seller refused to refund my money when his product was not up to expectations. So how do i perform a charge-back, which I keep hearing about? I have a merchant account but no such option exists....

Chargeback is something the bank offer its credit card customers as a last resort when other means of recourse are unsuccessful. What you do is call your bank up, their contact number should appear at the back of your credit card. Tell them that you want to dispute a charge and explain the situation. They will take care of that for you.

You can still file a dispute if the funds were existing in your account. Click on the specific transaction, and there should be a dispute option under the detail for that transaction.

tried that before. but paypal doesn't care much for intangible products and usually sides with the seller

Open a dispute and escalate it to a claim. As it comes to the intangible goods there is 50%:50% chance paypal to take one of both sides. Provide all the required information and hope for the best.

I wouldn't bet on winning a dispute on an intangible item. Since when you signed up you were warned they don't cover such items.
