For sending and receiving money you need to get your paypal account verified . Go through this https://forums.digitalpoint.com/threads/can-i-use-unverified-paypal-account-for-receiving-sending-money.2666452/

First of all, Stop Typing Like This. It's Annoying, Don't You Think?

Here's a link from PayPal's support that will help you out: https://www.paypal.com/us/webapps/helpcenter/helphub/article/?solutionId=FAQ732&m=ARA - Note that the sending/receiving limits aren't the same for everyone / every country or region, that's why you have to find out yourself.

You also have to make sure that the online shop will receive payments from unverified accounts as most of them don't (or at least the trust worthy ones).

I'm not sure about VBAs but I think you're better off with a VCC (virtual credit/debit card) from sites like entropay (PayPal accepts these for sure - as they are basically the same as a regular card). If I remember correctly, in order to have an active entropay account you need to attach your card to your account there and maybe make a small deposit to your 'new' card (i'm not sure though, you need to check that out).
