I purchase a hardware and paid for it using Paypal, it was about US$150, I file for a resolution because the other party never send it, no postage evidence etc and refuse to reply. From what I read, Paypal will guarantee that I be compensated. But what if the other party withdraw the money before Paypal can freeze it?
His balance will go negative and his account will be limited. Also, you will get your money back if he failed to submit the documents to PayPal.
His balance will become negative, meaning that it will become unusable and limited, and if he doesn't make it go back up to a positive (or $0) amount, it will severely hurt his credit and such. You will still get your money back.

You will not get your money, But you will hurt his reputation and he will not able do business with paypal,
paypal has always been good with getting my refunds. Most peoplw don/t want to risk losing their paypal account for only one transactions, that's why most of the time youll get money back.
