    Paypal never do this.
I was granted refund after a claim I did with Paypal. The claim was about a case where I paid for 5 IP addresses at a web host, but the host never provided me the IP addresses. I am very surprised. I didnt get any money because the seller did not have funds on his account, but Paypal said that they have taken action against the seller.
So there is hope for you people that are scammed when buying "non-stuff". I dont know why they did this for me, but certainly there is hope that they change or give refunds when they understands that the claim is rightful.

Did you experience the same thing ?

Actually, my experience is that the customer (buyer) is protected when it comes to virtual products because the seller cannot provide physical proof of delivery. Paypal was made for eBay and online auction where physical products are moved. Most of the time, as a customer I would be awarded the dispute through Paypal. There is no Seller Protection if there is no physical delivery from what I know.

I had a couple of disputes before, but did not get a refund. The problem have been that they do not refund virtual products, its written in their TOS.
Any way, from now on, I am putting that I buy goods on the Paypal page, with shipping address and all even if I buy a web site, links or what ever virtual. I will also write a general desc of what I buy that can be read as it is goods. I dont like to lie, but its the only way to be sure. Then if I get scammed the seller have to prove shipment :D

In my case, I received a refund in two cases when a product purchased through clickbank turned out to be useless. It was one of those make money online information product. Since I am from India, the product sold in the form of information was catering to customers in the US only. Hence I asked for a refund.I did get a refun. But in one case, paypal did not do anything about my issue and I lost my money. So there are times when paypal helps you and there are times when paypal cannot do anything about it since it falls beyond their policy and procedure.
