When you make payment, you will see two tabs - Online purchases and Personal payments. Switch to the Personal payment tab. Select Others as your payment option. In this way, the money that you send will not be charged the paypal fees.
When you send the money you can see such features either personal or another feature which i forgot . Usually when you send it as gift and personal payment their will be no payment fees with it
