Paypal funds taken away by fraud

    well i recently sold a proxy over at this thread:

    and i sent the domain and files, and the transaction went great, i even set it up for him (user: scotty2004, which PM'd me his offer)

    and a day after, paypal is saying this:

    "
    This payment has been selected for review and we have opened an investigation.
    We suspect that this transaction may not have been authorized by the PayPal account holder.
    We have placed a temporary hold on the funds until the investigation is complete.
    Please provide some additional information about this transaction.
    Response deadline: Jul. 5, 2007"



    i have no idea what to do, as in order to resolve this i need to provide a shipping address, and this is an electronic item obviously (i put intangible as the topic of this item and it still asks for an address)



    now what am i left to do? im so confused and ive never had to go through this. :(

    I would let paypal know that it was intangible because he should have no protection either. I would also give them a copy of any emails you have exchanged. They should drop it but you have to provide at least an email showing you sent it. I always ask for an email receipt from any buyer.

    Sad thing is you can't even give him Itrade because he never posted in the thread, it was done on PM.

    Next time, I would be wary of dealing with newbies. You may end up with a $50 life lesson.

    Paypal has done this many times to people many people who I have known personally and have seen it first hand. A guy who is in the same type of business as me had over 5,000 in his account and it was frozen due to fraud and he tried to contact paypal but they would not respond so he ended up getting his lawyers involved and what ended up happening was paypal had the rights to freeze his account and do whatever with it because they are not regulated by anyone unlike banks and other places that deal with your money.

    ok heres the problem. deal was done in PM but he accepted to it, the rest was done in MSN and sadly i dont have logs. i did put it as an intangible but it still asks for an address which is the dumbest thing, so now im left to this adress thing lol, as for the rest of evidence i dont know if they would take whois records and screenshots, im sure they wont :(, any more ideas? o and i could call them? maybe ill try that thanks

    Did the Buyer set the Sale as for 'Goods' or 'Services' ? If it is for Services then no address is needed while if it is for a Good/Product then an address is needed.

    Ask them what details you need and explain the situation. Since it is only for a small dollar value, they probably would not be too critical about it.

    Ok, dont know about in America but in the UK PayPal is regulated by the same government agency as banks and I would be surprised if they werent in the USA.

    Secondly, dont panic yet, respond to the email with your proofs of sale and contact the person you sold it to and query what is happening. It may be a random check that PayPal is doing or a in response to a complaint.

    If it is a random check then simply get the buyer to contact PayPal AS WELL and confirm it was an authorised transaction.

    If the buyer has placed the complaint (or more likely doesnt respond as they are the fraudster) then you need to square it with them - if it is fraud though then you will need to pursue the buyer directly for the monies.

    These are the risks of being in business.

    yea paypal is run independently in US i think, by the owners of paypal :(, i think. and even if the money was paid as an intangible or service it still asks for address even if the payment option he selected didnt require an address which is pissing me off

    Is the Buyer's Paypal account Verified or Unverified ? It is possible that there is some irregularities with the Buyer's IP and Country listed on Paypal and thus the issue. They probably just want to know if this deal is legit or part of a money laundering scheme.

    Get the Buyer's address be provided that to Paypal and be done with it. If the buyer is truly honest, I believe he will help you resolve this.

    So thats who you sold it to?? - Contact paypal ASAP and provide ALL PROOF including that screenshot..

    Are you sure you do not have the msn logs, I believe it logs automatically...

    You can send them all the proof in the world and they won't give a shit as long as you don't have shipping receipts. If you are selling websites or services they won't help you in the case of fraud.

    This happened to me once, in the spot where it asks for shipping address i wrote "Digital Delivery" on every field and chose "other" for postal company on the drop down and it submitted and was accepted. Give that a shot and include all proof of the transaction.

    You can write them a seperate email no need to use the contact form. If they dont want to approve then tell them you are sueing it worked for me :)

    It means that maybe the person whom you sold the proxy is not the owner of the account , maybe he has hacked this account & sent you the money. If that is so, then the real owner may have reported the transaction for being unauthorised. If the person whom you sold the proxy is the real PayPal account holder, then tell PayPal when they ask you for information all the truth & provide screenshots/other proof . I am sure PayPal will help you get the money :)
