PayPal Fraud Payments for Digital Services (How to Protect them )

Hi guys

I am Also indian user which accept paypal 7 have a Premium Account on Paypal and we are selling Dedicated servers as a reseller to indian as well as International Customers .The main issue is the How to Check fraud Payment Recently 2 client ordered dedicated servers and which we gave then and now after 2 days We got a email from paypal that the amt hve been refunded but the client email id and the Paypal email is was the same and we submitted a support ticket to confirm that order was placed by him and he also confirmed us the same .we called paypal and they told them about it but they said that the paypal email original user explained us the situation that the funds were sent unauthorized which might be hacked or something . but the payment had been sent to our bank account so our account is now in minus now .As you knw we hve to pay only via credit card to refund the amount so the charges are high and very are in loss now . We have Disbled the servers now and blocked our credit card via bank

i meant the when paypal transfer to our bank account Euro rate was 65Rs and when we pay to our client credit card is charges as 68 as market rate + 3.5credit card charges and 12.5% service tax .

Its a Very hard situation for us as we order servers once payment is confirmed .
Is there any way to Reduce the Risk of currency charges as well as fraud payments So that it does not directly Accept Payments .But now we are taking Client Id and Address proof for Verification to reject fraud payment but if we also have a issue if some fraud person paid to our paypal account and then again the amt went to bank account at low rate and we have to pay via credit card again loss


Is there anyway we can Accept or Decline Payment in Paypal as i know that there was a option in Paypal Personal but i cannot find in premier account .

Kindly help and provide a Suggestion
