I have heard about people who aren't listed in the countries accepted by Paypal but which have a paypal account for receiving and sending money...I am from Romania, and we are accepted by Paypal for sending money only, what can I do to receive money too?(I have read on this forum something about VCC, but I didn't fully understood)
No, you cannot do so if you abide by Paypal rules. What most people in your situation did is to lie in their application and sign up as if from another country which is accepted by Paypal for both send and receive status then use a fake tool such as a Virtual Credit Card to fool paypal's verification system. I do not recommend that you do that because if you lie to paypal, how can you expect them to trust you. Besides your money will be routed to the fake address you use so you still cannot bring the money back to your country. The best option would really be to use a provider which would support your country. Seriously, I think Plimus.com is a better option as they are a 3rd party payment processor which amongst other things support paypal payments and credit card payments. On the 15th of the following month, they can wire transfer the money to your bank account which is a better option.
For European country ChronoPay is one of the best Processor that I highly recommend, you may wish to check with them.
If you abide by rules then its safe , because if paypal finds that you cheating with them then it can freeze your account with all your money in it . So be at safer side
To send money from Romania you'll have to use another Payment Gateway I'm afraid. If only PayPal was more global - I'd be a lot more richer!
