PayPal Fees higher than what they advertise?

I just happen to do the math on my calculator... PayPal states that their highest fees are 2.9%. I just received $10 dollars, and the PayPal fees were $0.55 and the guy lived in the US as me. Hmm:

    $10 X 2.9% = $0.29

So why are the fees double that amount at $0.55 when they should be $0.29?

    (edit)

Ah I forgot about their +0.30 cents, so I will have to do some more math since it seems like it is still doubled even on higher amounts.

Also it depends on the type of account you have with paypal.

If you both have US accounts, the fees range from 2.4% to 3.4%, plus the 0.30 transaction fee.

The only way I get it to come out to 0.55 on $10 is if you are being charged 30 cents + 2.5%, which is pretty much the lowest rate.
