    AFAIK sites as you describe violate PayPal's Terms of Service re money exchanges ...so any you find cannot be "legit".

    hi all,... i'm noob here.
    but in my experiences, paypal exchange rate sometime not reasonable. try to chek xe.com/ucc/
    and i'm agree with tobycoke. it's violate PayPal's Terms of Service
