What is the time period allowed for the buyer to file a dispute? Can a dispute be filed after 60 days of the transaction?

45 days is the maximum time you can file a dispute. After that if you will open a dispute paypal will simply tell the guy (Disputed guy) that .... has filed a dispute but it won't effect him. But PayPal reserves the right to check again on dispute within 180 days. So, You can't get your money back after 45 days.

Also, in certain cases PayPal opens the case against the seller if large number of complaints are received against him.
