Yes you can. I got scammed once, and the guy report "unauthorized payment" although he is a scammer and he paid, but when i pushed domain to his account, next minute he open a disput and i lost the money and my domain. Also, he stopped answering PMs and emails. BTW, domain was DVD.fm so if anyone see it, please let me know. I know that someone tried to sell it here. Samble4u, something like that is his nick name, and i was scammed on another forum from person called Vacumer.

So yes, you can opet dispute, try to explain to them that you didnt received what you paid for. Good luck.

I also got scammed from a member here, now he is banned. I couldn't get fund backs even I won the dispute, because he has release paypal balance, this is happening many times people who used VCC, at that they are making new paypal accounts and do same thing again.
So be aware with deals with untrusted people :)

    Thanks

I have not had good luck with paypal, they seem to do whatever is in their best interest. It doesn't matter who is right or wrong, if they cant get their money from one party or the other they will side with who they can get it from.

I sold an item on ebay and the buyer said they didnt get it. I had shipped via usps in paypal and the confirmation number even showed in my transaction as delivered. Paypal told me that there wasnt sufficient proof because the buyer didn't sign for it. I did not have signature confirmation, just the generic one paypal makes you get with priority mail.

anyways, I'm out the 100 because the buyer filed a chargeback on their credit card. Paypal lost the money so they took it from me.

So you should at least try a chargeback, banks don't like paypal and they almost always lose.

Yes just open a dispute and claim that you not received the product.
But in this case you have slim chance of winning due to your account is personal and the product is virtual.

I do agree paypal always side with the buyer no matter what type of product is it. I once sold some services and even though I done the services well they have disputed me for 20$ and paypal sided with the buyer even though he cant present a proof ...

Do not wait open your dispute ASAP as it is time sensitive. Hopefully they have not withdrawn their funds and closed paypal account if so you are hooped...

Yes, there are more chances for you to win this dispute if you have the conversation with so called guy, Just provide email chat or any communication details.
