Paypal Delays?

    Ok, I have paid someone $18 (through paypal) for him to make me an article but he is telling me that he hasn't received it yet but I keep on saying to him that I have sent it, now, he won't give me my script article.

    After payment, Paypal sent me this email with the subject: Your payment has been initiated

    Now, I got another email from the sender, It's an automatic message from paypal under his email.

    Subject: Payment Accepted!

    What is this, a scam or just paypal payment delays?

    The first email states u sent him funds but was not accepted as his paypal may be new.
    The second emails confirms that he has logged into his paypal and accepted your payment.

    Ask the person to check if it has been added onto his paypal balance but hasn't appeared in the recent activity on the homepage.

    I know i have accepted payments and they have been added onto my balance before the system had time to add to payment history.

    edit: sorry, ive read this wrong. Looks like a dispute is the best option.

    You could just dispute the payment since he says he didn't get it.
