can i use paypal account as debitcard?
i'm from india.
if i can, then how?

Not sure about in India. Here in the states it's offered. Just got my renewed one in the snail mail. Very handy!

paypal debit card is only available for the US of A

 

The Paypal Debit Card and the Paypal Plugin (VCC) are only for US Residents who have US Paypal accounts. It is not available anywhere else.

 

Paypal is only concentrating to usa customers..though alot of their customers are off shore....and..it calls itself ...GLOBAL PAYMENT SYSTEM..huh

 

A "global payment system" doesn't have to mean that it fully supports every country in the same way and with the same available features.

It can get very messy if they issue it to customers from across the globe. Although Paypal is huge, it probably isn't big enough to manage such platform on a global scale. You probably have to wait for it to start bank branches in the countries they want to operate in order to offer such.

 

Yes PP does provide but its only allow US resident to use it
