    Well, you can't use it as its still not available for Indian users! :)

    its better to get a bank account and transfer cash to it and use it

    yeah I am already transferring funds to my bank account through PayPal but I was thinking during the crisis such Indian government stop electronic transfers at that if we have debit card of PayPal we can easily withdraw our funds.....

    But the truth is its not available for Indian users, so lets forget it....
