Hello, REcently due to new norms set by RBI, it has become a head ache for those who were using debit card with paypal. Here is the solution I suggest: >Neteller provides free debit card to its customers. but they give to only verified customers only. Verification is very easy.. So just go to neteller.com and sign up for an account. And get verified there. How they verify? : 1)You need to submit Photo ID and Address Proof. Then after they review your document and if they are passed by them then they will do a phone call to you. Phone call is a part of verification. So keep your phone handy after you submit your documents. 2) After they verify it, you will have to order the debit card from your account. And that card will come to your home address within 21 days for sure. (It is less then 15 days though). After getting debit card, you can use it anywhere you want... Loading funds is very easy in neteller card. We can also do a local bank transfer from any indian bank.... For those who have already been using Debit cards in their account: 1) You just don't remove that debit card which you were using till now whether it may be of any bank of india. Because they will be useful to verify whenever paypal will limit the account... 2) You add neteller debit card in your Paypal account as an additional card and do all transactions in paypal from it... -- -- Why we can use neteller debit card? Because RBI rule does not apply to neteller as neteller is Canadian company. (SIDE NOTE: You can also get VCC from neteller but you need to set the currency of neteller account in USD and not INR. Paypal cannot do anything in this because it is not Paypal who is responsible for this change but its RBI (Reserve Bank Of India) who made changes in their norms and so paypal is helpless in it. And RBI made this rule to provide more security. Thats it. Paypal cannot force the giant RBI to change their policies just because some paypal users cannot do online transactions...
Practically this is not possible in India. Two main reasons are: 1) Politicians have thousands of more issues/problems to get solved more important then telling RBI to change their norms. 2) RBI (Reserve Bank Of India) is not just a bank but it is the main core mother bank of all the banks in India and it is the one of the largest financial institutes in the world. And so RBI do not care much about kids like Paypal. And RBI cannot take care about all the small kids (paypal and all), in building their norms and policies. This is like crushing a huge multi floor building just because the neighbours cannot take fresh air because of that huge building is standing beside their home...and blocking the fresh air to come... So, the only option we have is Find a solution of this rather then trying to convince RBI to change their rule
Rofl, I agree with you, though paypal cant be called a kid. By the way, Can I submit my Institutes' ID card as photo Identification? Most of the communication companies accept it, even the tough BSNL approve it. And would my BSNL Landline bill be enough for address proof. now why did we need to give photo id and documents to verify our paypal account just simply use my credit card to verify my paypal account and it verify my account instantly within 1 hours ....
He is talking about verifying a Neteller account and not Paypal. @yogesh1099, yes that will do. However you may want a Government issued ID like your PAN card or Voter's ID or Passport or something similar too for a guaranteed verification.
The college is an autonomous Govt. of India Institute, and my PAN card is in hindi, and i dont think they'd understand a single thing and I lost my driving license the day I got it created, rofl.
Although I am not sure about it. But mainly they require one of this as Photo ID: 1) Driving License OR 2) Voter's ID card OR 3 ) Military card But still you can try giving your college ID. I wish they accept it... And your BSNL bill will be OK as address proof I suppose as BSNL is government institute..... So no worries. Regards.
i have already verified my paypal using real cc long back and the present moment using entropay VCC I want to know whether we can get card statement in the neteller card .. because some times paypal may ask for scan copy of real card statement ..? and the card they give,what is the expiry date of the card ..?

As you have already told you have verified it using real card CC, then just keep that CC in paypal. And add neteller card as an additional card....So whenever paypal asks about card statement then you can give your real CC statement. And even you if dont have reall CC, paypal gives the option of bank statement in option with CC statement to Indians. Regards.
Fees depends on your neteller account currency.......and also there is charge upon withdrawal of money from neteller debit card depending upon currency of neteller account. You will get all info about that when you order neteller card.
