Paypal Claim

I bought a press release service and some link building service from a seller on DP. I paid upfront $100 as the seller had very good reputation and many i-traders. But I never received the service as promised. I paid on 29th March and was promised the press release within 5 days but even after 9 days, there was nothing. No link building was done either. I claimed my money back from the seller. He asked me to wait for 3 days as he did not have the money. I waited for 3 days but when he did not refund my money, I put a dispute on Paypal. It has been three days since then. No answer from the seller.

My question is that when can I escalate the dispute on Paypal. I feel that I have been waiting for too long.

    Thanks for advice.

But since these come under the category Digital goods/services there's very little chance that you will get your money back. He can just claim he has given you the service.

when paypal asks you to provide proof that he hasn't done the work, just show the them email where you asked him to refund the money and he asked for 3 days. Why would he ask for 3 days time to arrange for the refund if he had done the work?
And you should've opened a dispute just when you asked for a refund, he would still have the option to refund you whenever he had got the money but then he wouldn't have been able to transfer it to his bank account, which I guess is what he did when you asked for the refund.

Yeah, I have all the proof to show to Paypal. I just escalated the dispute. I am hoping for the best. Really sucks that I will be out of 100 bucks for nothing.
