Verification fee is $1.95 for every country and after you have put in your 4 code that Google charged in your CC bill, they will refund back your $1.95.

Yes $1.95 is a standard fee.
But don't worry, the $1.95 will appear at your paypal account after 30 days.

The fees will be added to your PayPal balance as soon as you enter the verification digits.

Paypal does not charge anything for CC verification. It is just an attempt to do token transaction at your CC to send you Expuse code, for you to suitably enter the same at Paypal site to complete your verification.

The money so debited, is credited back in your paypal account, immediately after the verification is successfully completed! :)
