that´s strange! i never heard of something similar yet. normally you will get back what they charged about 2 days after verification.

I don't think they will refund the $4 back to the account they charged you from. 2 years ago when they charged $2 for the account verification, they said "when i use the same credit card again do the next payment for something, it will charge $2 on my credit card... they said they don't give back the money they charged for verification in the paypal account or back to the credit card".

you should contact support for details.

Is the $4 local or US$ ? They do not actually charge you as once you verify, you will see the money back in your paypal account. Afterall you need money in your account or else you cannot use it to pay anything.

The money should be back in your account after you send money to somebody, if it was taken for verification purposes, which in all probability it would have been.

I am not familiar with the Netsafe card or what currency it is in so I guess all you may lose is some charges by Netsafe and probably some slight foreign exchange fees but it should not amount to too much.

PayPal never charges you more than or less than 1.95 USD (This is fixed). I don't know about netsafe card but it must be loaded with INR balance since it has been issued by an Indian bank. Check your statement they must have charged you something around 80-82 INR which equals to 1.95USD. They will deposit it back to your a/c within 24 hours of your first payment sent from that PayPal. (Sometimes it may take a week to get the sign up bonus back to your a/c) but it is sure that you must send your first payment from that paypal to get that back. It is not mandatory to use the same CC/VCC/DC to get your bonus back. You can get it back even if you send your first payment from your PayPal balance. I advice you not to contact PayPal team in this matter as you are using VCC to verify your PayPal account & if their staff can catch you using it, your PayPal account will be compromised. So just have patience, you will get it back to your a/c sooner or later.
