Call your CC company and tell them to charge it back.
If you wait too long you won't be able to, so get a move on and I suggest calling them right this minute.

If you try to chargeback with paypal, it might be too long of a wait and they might not allow it (depending on the credit card company) so call your company right now and tell them you want to chargeback the money.

Actually, thats not the best idea. PayPal may suspend your account if you do a chargeback that is not done through them first.

You can try to put through a dispute with PP, but they usually don't get themselves into "quality of goods" issues for purchases outside of eBay, especially for "digital items and services". They usually only rule in your favor if you paid but got absolutely nothing, but in this case, you got SOME work done, albeit poor quality.

    Good luck.

Also, check any fine print or details included with the paypal invoice that you received. Sellers often describe any guarantees, promises for refunds, etc in the invoice. There may be some details there that may help you.

I wouldn't get your panties in a bundle if it's only been 1 week. Coders are notorious for being slow.

This is WRONG! I had this happen to me. If your Credit Card Company initiates the ChargeBack through Paypal. Paypal will immediately transfer the funds back to you, then sort it out after. They are scared of the Credit Card Companies and will imeediately give your money back. Then it will be up to the Coder to prove his end.

This is accurate - In the past I've had someone make a donation to my website VIA PayPak with a stolen credit card, and the original owner of the card was able to initiate the chargeback outside of paypal - and the funds were "held" for 30 days during the investigation, and returned to the credit card company after the 30 days.

What kind of contact are you able to accomplish with the coder? Does he/she respond to email or MSN, ICQ etc?

I've known several programmers to be slow at development, especially when it's custom code that they are developing for you. 1 week is not uncommon to wait - and you are being quite patient with this already - but if you are able to contact him and get a reply - try to work with him - but not longer than 30 days from the original payment date.

After 30 days, PayPal will no longer "step-in" and you may lose your money if you are indeed getting a bad deal - but hopefully you will see some progress soon.

    Best of Luck
    Chuck
