I got some questions about paypal chargeback.

I can do a chargeback as long as the transaction is done within 45 days?

What if the seller has moved all the fund out of the account, will chargeback still work?

If the account is a verified account and linked to a credit card or a bank account, funds can be withdrawn to settle the chargeback.

However, chargeback should not be the first attempt you should take. You should open a dispute with paypal for the vendor and provide all the evidence of non-delivery. At which point, the vendor has a chance to make things right and if not, provide you with a refund.

The timeframe for opening a dispute is between the 7th and 45th day of making payment.
