Some guy tried to scam me but I'm not an idiot when it comes to paypal and I usually always win my cases and get my money back. However, in this case I won, but paypal sent me an email stating that they couldn't retrieve my money and obviously they never will because this guy made a ghost account with a vcc or something like that. Should I just call my bank and reclaim the money or complain to paypal?

here is what the email said

Any advice would be great thank you.

    --------------------------------------
    Update:

okay so I usually act really fast and finally got it resolved so let me break it down for you guys so it won't happen to anyone.

I bought something physical off a forum and not ebay or an actual merchant, a week passed and I emailed the guy asking him if he mailed the product yet he didn't respond so I sent him a threat letter 2 days later stating that I will file a claim on paypal and will most likely win and give him negative feedback etc, still no response. I file a complain on paypal on July 13 and stated that the seller hasn't responded and obviously has no proof of merchandise. I quickly escalated the claim and paypal told me that I had to wait for a response until July 28, yeah I know horrible.

Finally July 29 comes (today lol) and I get the email saying that I won the case but then as stated before paypal said it couldn't retrieve my money because obviously this guy used what is known as a ghost account. Paypal does not pay out of their pockets even though they make millions off fees, yeah I know horrible right? So I get angry at the email and I call paypal asap and as stated before the guy basically told me that I had to sit and wait crossing my fingers hoping that the guy was going to magically get $50 in his paypal account even though it's already negative so that'll never happen.

I was scared to file a complaint with my bank because rumor has it that paypal hates it when you forcefully take money away from them so I asked the paypal agent if it was true that if you take the money back through the bank then you get your account closed he said that it isn't true. So I just called my bank after hanging up with paypal and they took care of everything I insisted on providing evidence of the scammer, but all they wanted was for me to sign a sworn statement verbally over the phone, great right? now I'm going to get my money back in 10 days.

While the scammer got away with my money and didn't get punished I at least got my money back but I know he'll do it to someone else which sucks but hopefully someone stumbles onto my thread and they can get help from it.

This is a big problem in paypal. When the seller uses a VCC, It doesn't like as a genuine account. Most of scammers are not keeping big amount in paypal account. But the balance will go to a negative value. If his account came as a limited one, then he can't close it and make a new account with his details. So keep this complain until you get a proper solution.

    Good luck

well basically just did that, I got off the phone with a paypal agent he basically said that I have to sit and wait crossing my fingers that the scammer will get money into his account which is absolute bs. He was nice enough though to give me the hint to file a complaint with my bank and said I'm guaranteed the money.

For future reference paypal does not give you the money out of their pockets. any other advice would be great though

That's why VCC's are crap, and you don't buy things outside of reputable sites for any large amount of money. I may throw $10 at something unproven, but never $50. It's not worth the hassle of all the complaint filing and waiting 4 weeks for a refund of $50.
Why would you buy a product from someone you don't know, outside of a reputable site like ebay ?
That just smells of possible scam to me from the beginning.

In truth, Paypal are Ruthless Bastards.

They will not give you money until the other party puts money into their paypal account as "we are not an insurance Company nor a bank"

I would by ALL means, talk to your bank about it, because 5 months ago, I was scammed by Chinese people for Ipods and a UK woman (supposedly) for a Playstation 3.

I've been getting NOWHERE with paypal, HOWEVER...

After 120 days have passed, they will get debt collection companies involved to try and recollect the funds which will then turn into a civil matter.

I truly would give it one year from now and just have to accept and forget about it.

Sorry for explaining this as it is, but it's the hard truth about Paypal.

Go to your bank asap, I have 3 of these outstanding over the last 2-3 years where I have won but the person has taken the money out of their account - you will never get your money back from paypal.

    I can understand that.
Unfortunately some people will spend more time and energy on scams than making money legitimately.

Going to the bank was the only thing you can do in that situation. You will almost always get your money back.

contact your bank asap, banks are the big boss.

paypal try covering their own ass and never try using their own money to refund you, banks will take it right off them.
