Paypal buyer verified accounts but unconfirmed address can it be scammer?

    I have someone purchased item from my online store but his account status still doubt me as follow:

    His Paypal account status: Verified
    His address: Unconfirmed :confused:

    I check his IP address: UK, Location Netherland, but the Paypal IP address he use is from California USA. I am totally confused. If i send the item it and he scam me then won't be nice caused the price is around $45.95
