    I recently opened a business paypal account using a business name but my bank have declined the instruction, your best advice please.

    the only reason would be they need to review your Business documents to confirm that you are a real business man and owned a proper Business

    it's my opinion not sure though !

    I think you'd better contact paypal's support center, and then you can get exact way to deal with your issue.
