I read this on a paypal site, which was giving precautions about the paypal system, which said things like not to abuse paypal or they can catch you, etc.

One of the things they say is

Being Linked to a Previously Limited Account:
PayPal’s system is always scanning activity, they scan IP logs, they scan
Cookies, and they scan activity. You NEVER want to log into an old PayPal
account using your New IP address or cookies.
    You never want make that
mistake, otherwise PayPal will catch on to that and flag you right away.
Even if you change the IP, clear the cookies and not the flash cookies, you
will still be linked and PayPal will flag that and suspend it. So don’t make
that mistake. It’s going to be very important for you NOT to cross
    information.

They say reset your cookies, or change your IP address, but that last red part, does that mean this...

once you reset your cookie/or new IP address you cant log into a old paypal address?

But what if you log into your paypal address from a differnt computer which has bad accounts (from other random people) - they can flag you ?

and what if more than 1 person uses the computer you operate on? if your account has been flagged, then this alternative person (even a family members) paypal addres can get linked?
