    I said easily

You'll get it but if you're not able to justify your account details completely, it may remain limited forever. You'll be able to withdraw your funds after 6 months, in that case, and after 9 months or 12, they will delete your account. Thhen, create a new one:)

Refund the money from wherever you have got it.
Then tell them to send to a different account.

Yes, you can. But you'll get it limited at last.

Also, its against PayPal TOS if you have 3 accounts.

Then, you wont have any right to complain for you $1k since you breached the TOS.

If you can not or are unable to provide the stuff they ask for you will more than likely have to sit on it for 6 months. Really sucks I know, thats why I will only send money through PayPal. May just be me but when my network offers PayPal option, I don't feel quite comfortable with PayPal handling Thousands or even hundreds of my hard earned cash! Go direct deposit or some more secure method.

Just fax the documents they are asking for, after that you should be able to use your paypal.

Try to be calm and be positive. In my opinion, since you have spend a lot of time, be prepared for the worst which will just stay for a while. I hope you got my point.

I don't understand the problem. I just set up a PayPal pro merchant account to accept credit cards over the phone and was asked to send a fax copy of a suppliers invoice showing my address. All my suppliers show on the invoice was my name and zip code.
I simply phoned PayPal and they talked through everything and within 3 days I could accept credit cards on the phone.
    Try a telephone call.

Paypal asks for faxed information when they see some credit card chargebacks or too much paypal chargebacks on your account from the seller/buyer. And to fix this you should contact with paypal customer care if you dont have all the docs. But most probably this wont come worthy, as paypal customer care isn't too much friendly :)
