PayPal appeal denied message?

    Hello
    My PayPal business account was working perfectly yesterday.
    Today morning, I received PayPal appeal denied message says:
    We appreciate your interest in PayPal; however, our decision to leave your account in a permanent limitation status is final.

    PayPal reserves the right to limit access to any account reported to be
    involved in possible fraudulent or high risk behavior. In the event of a
    dispute, PayPal will seek to recover the funds from you by debiting your PayPal balance and, if there are not sufficient funds in your PayPal balance, PayPal reserves the right to collect your debt to PayPal by any other legal means.
    ...

    What does that message mean? I haven't sent any appeals to PayPal.
    I opened my account, and there are steps to remove the limitation, they need my Photo ID and Proof of address.
    If I send those documents, will they remove the limitation? if so why they said: "our decision to leave your account in a permanent limitation status is final"? and how long does it take to remove the limitation?

    Please help, I need my PayPal account back.

    Why didn't you just send the requested documentation in the first place? If they had reason to believe your account was being used suspiciously (even if it wasn't) and they requested information from you - it would have been a good idea to give it to them.

    Just give them a call, I am sure they will be able to tell you a lot more than anyone on here.

    I've just sent them the documents, and I'm waiting for their reply, but I don't have a utility bill registered under my name.
    Will they accept credit card bill as a proof of address?

    Driving license, telephone bill, voter card can be used for address proof.
    However, its better to give them a call.

    I've just received "PayPal appeal denied" message says:

    Why? I sent all documents they requested.
    They didn't mention any reason for the deny.
    What should I do? I need my PayPal account.

    Please help.

    You can't open a new account, or ever use paypal again.

    They think you're too much of a risk for them

    Probably just stealing money, again.

    Hello, thanks for reply.
    I never stool, and I never do that.
    I just purchased stuff, next day, I woke up, found my PayPal account limited and received "PayPal appeal denied" message.
    If I call them by phone, is there a chance to remove the limitation after receiving the message mentioned in my last reply?
