Paypal and Tunisia, please help

    Hi
    i am from tunisia
    and i have unverified paypal account
    anyone who try to send money to me get this message
    "Your recipient is not able to receive funds at this time. Your recipient must first set up his or her account to receive funds"

    if i buy a vcc card , will it resolve the problem and be able to receive money from others and buy from ebay etc...

    Tunisian PayPal only can send money. It can't receive. You need other solution. You may check my thread link in my signature. There has solution about it.

    It is not possible to receive money with a Tunisian account,You should choose another payment method

    can i make a new account from Tunisia
    but when paypal ask for the country i say france so i can receive money

    will they ban me because of my ip adress ?
