PayPal and Payoneer

I searched DP for hours but i couldn't find any specific thread at least similar to my question.

Namely my country is not in the PayPal list but i have an American virtual account with Payoneer (Payoneer.com).

They confirmed that i can make transfers from paypal to my payoneer debut card but i am wondering how to set up the paypal account?

What country and address i should use for the new PayPal account?

    Thanks

yea i agree with moses8595 unless you want to risk using a different country and address. if you have family that you trust outside your country you can use them as well.

If your country don't support to receive payments via paypal, then you can't get payments even by a virtual account account. But some of users do it by handling a paypal account that from a supported country. But it's illegal. Don't go for that!
You better to use 2co, fastsprings etc to receive paypal payments, That's the most secured way to do that.

    Good luck

I think it's risky. Then you should use VCC to verify ur paypal.
I think Paypal will limit your account

Hmm they will limit it as amount to be transferred (e.g. $3.000 per month) or as closing my account or something?

Open as Your nearest country. Like if you are from Pakistan then open as Indian.

If so then I would rather stay away from that.
Btw, does anybody know what criteria PayPal uses to add or not a given country.

I refuse to believe that Burundi, Cambodia, Bhutan or Djibouti have better banking system than e.g. Serbia or Macedonia.

This is a risky job, when the account is limited all money will lost. Not a good idea.

    Thanks

There must be a reason that paypal does not list your country... Have you asked them what that reason is? Is your country a source high in fraud for example or are your legal restrictions for the flow of intercountry data to tight?

Nothing like that. We are already negotiating to enjoy European Union which means that we have a pretty same law and regulative. Check the supported countries list and you will obviously see that it doesn't make sense.
Just notice the countries that you cannot announce lol I guess there must be something that we are not aware of.

In addition they never told me the reason .. just a generic statement like "we are doing our best to expand the supported countries list".
