with paypal you get the ability to add your credit card. while paying, paypal will notify you that you have no funds in your account and that an alternate method in the form of Credit Card is available.. Thats how you pay others via credit card using paypal interface.. Hope it helps..
The thing is that most of Paypal's customers (apart from those in DP) do not sell anything and thus would not have any balances in their Paypal account. So instead of people having to load up their paypal account unnecessarily like moneybookers, paypal allows for credit card pass-through payment. When you pay someone, paypal will draw from the existing funds in your account and then if it is insufficient, it would draw the funds from your credit card. That is why you will need a credit card if you want to use paypal and probably the reason why they require a credit card to verify your account. I have been doing this quite extensively and it works for me. However when you are paying in a currency which is not the same as your country then you be given the option to have paypal do the conversion for you and bill you as local currency or bill you in US$ and then have your bank do the conversion for you.
