PayPal and Moneybookers transfer

    I have one question. Since I can't have PayPal in this country I'm planing to open a Moneybookers account.
    Now my relative who lives in another state has a PayPal account, so I'm wondering can my relative open Moneybookers account as well and connect it to the same card that he uses with PayPal?
    Is this legal to do?
    I just want my relative to receive money for me on PayPal and put it on his Moneybookers account and than send it to my Moneybookers.
    Is this legal? I don't want my cousin to have some trouble at the bank, so can he receive money for me and send it to me this way?
