How can you win a dispute if one were to get scammed by a seller offering intangible goods such as graphic design or web programing services? Let's say, a seller requires you to pay half of the $xx amount up-front via PayPal but doesn't respond to you via any form of communication (MSN, e-mails or PM's) on the day of the deadline. You've decided to wait another day or two but still to no avail. What are your options here? Any suggestions are appreciated here.

Since it's intangible items, it's nearly impossible to provide a tracking number because in cases like this, address confirmation is out of the picture so the scammer has no way of finding out your address. Correct? Thanks again.
Paypal buyer protection does NOT cover intangible goods. Seller just has to mention in dispute response that its intangible goods and will win.
coldfinga - If that's the case, are there any other alternatives to get your money back? How about filing a chargeback?
This is not correct. From my experience owning a web host, when a client opens a dispute and requests a refund, we had a 1% of winning. So please make sure your sources are reputable before giving advice. Good luck!

In my experience selling hundreds of ebooks and such on ebay, I've had many instances where buyers would request money back..I simply would respond with 'item was intangible' and would win my case every time. This should solve your problem." Taken from the website provided by coldfinga. Looks like I am in luck and same with whoever got scammed in the same manner as I did. I also heard that PayPal generally sides with the buyer in situations like this.
