The question is - if I choose to pay to private person and I choose "Online Purchases - Services" - I don't pay any commision, right? Will the person I send money to have to pay the comission or he won't? If I choose "Personal Payment" and try to send money to the same person, It shows that I have to pay almost 4% comission. So I just wanted to ask why is there such a difference and If I choose to pay for online purchases why don't I pay the comission and will the recipient have to pay. Thanks.
Someone has to pay the fee. As far as I know, they got rid of the no fee payments because they were excessively abused.
It costs nothing to send money via Paypal but it does cost to receive it (2.7% + $.35 usually depending on your account). Expensive but not that much more than taking credit cards. The difference is that Paypal can freeze your funds at anytime and there's nothing you can do about it. On the other hand, if you do good business and there are no problems you should be fine. I would suggest still having a real business bank account and transferring the majority of your funds from Paypal to your bank (there is no fee to do this but it takes approx. 5 days).
