Paypal keeps getting more and more strict, so I'm not for sure what all they require from new sign ups now. I know at the least they want: your physical address, bank account #, email, full name, and probably something like your SS # or credit card info. They won't charge to it, they just want as much proof of possible that you're really who you say you are.
You can use your savings, checking, debit card, etc. There are many options, I recommend having a set account just for it.

I am not sure but, You can also verify Paypal using Indian Debit Credit Visa Mastercards. Or you can use Virtual Credit Cards.
