    before there used to be a rule that one personal and one premier/business account but now i dont know

    That you need to ask PP... As i have same PAN in two of my accounts... :D

    So this might be possible that there isn't any restriction till date for PAN card

    1 PAN for 1 account,..
    theres so many ways to create fake paypal account and get it verified, but paypal is so sensitive sometimes.

    If you doing legal business with fake paypal, you put your money in risk since they sometimes limit your access and ask for tonz document to lift the limit.
    If you using all true ID and document then you dont need to afraid about limitation, but if you using fake ID then you should worry your account when you get limit account access.

    Use- email
    - PAN CARD NO.
    - BANK ACCOUNT
    - CREDIT CARD DETAILS

    Must be all genuine. If you use different IDS and different names then its not valid.
    Use only same name , same IDs, same bank , credit cards and all details must be same.

    Read all terms and conditions from paypal.
