Don't use vcc. You will get into trouble.
Procedure : Use hdfc netsafe service for creating vcc's. Then use them into paypal and enter expuse number from bank's rtate ment.

They actually send you small amounts of money and let you keep it. But it is very small

It is in your own interest to get yourself a valid CC and then get verified....particularly since it is not all that tough to get one..:)

    Wow...had a hearty laugh...:D

Well, you need to register for Netsafe first in HDFC.

THen you will have to make a card and after than use it in paypal. click "TXN details" to have ur expuse. its easy. :)

You will need a Mastercard or Visa card to do this thing.

Hey .. but is it absolutely legal and safe from PP point of view. I read that on a forum post that this is illegal (even using your own card for vcc) and paypal will limit the account.....

Paypal use credit card as your address and identity verification.
If you use vcc, it violates their this TOS.
And when they have doubt , which they will be, they will limit the account, asking you scan of hard copies of your credit card statement, then what you will show them buddy!
