paypal account - vcc , for a non-country resident ?

    I was wondering if there is an option to open a paypal account via VCC in a non-residing country ?

    for example, as I am living in India, is it possible for me to get a verified paypal account from say like Australia or South Africa or something like that using VCC method ?

    I think if we can do this, half the Indian paypal account holders problems will be solved.

    Basically, some Indians cheat customers. So Paypal won't allow this.

    If you want other country's Paypal you should get a address and bank account in that country.

    it is not possible
    it is against paypal policy
    and if you will open with proxy or VPN then you need to send document of that country :)
