Its self explanatory. You have to add a bank account as a backup to your PayPal account, then the limitations will be removed.

Call or email Paypal about it. Usually you would add the bank account when you set up the account to reduce the likelihood of this happening.
After study yu case first tell wheather you are verified accoutn holder or not! If you are unverified you must be verified your account first it's not possible to add bank account for withdrawl fund from PayPal to your bacvk account with out verified. You can withdrawl money if you are unverifed by taking help third party like OMNIPAY or many thirdpaty are there. I'm verified PayPal user Not facing ever this problem.
