    The best solution is to call them and explain them the whole situation. 90% of the time the limitation will be lifted if you are clean.

    risk management has no phone contact anymore, and they are the ones to contact. The only number I could find (that works) is PayPal's main number, which is their customer service number, but customer service won't do diddly-squat about a limited account. customer service can only give me this email address for risk management of

    My account is permanently limited and I'm going to try that letter I saw earlier in the thread... although by now PayPal has probably seen millions of those letters and are used to them, but still it's worth a shot.

    Soo I just wanna thank the writer of the post so so much, Paypal had 2k of my money locked on a 'Permanently closed account'. For me (like for a lot of people here), losing 2k is a big deal since paypal has also been known to just take 100% out of your account. I live in the Netherlands so I guessed my odds were smaller, but I still wrote it, personalised it, and sent it. 3 days later on monday, at 3 am I get a message of paypal saying "our decision is final", then 5 minutes later I get another message of the other email I sent it to, which just explained to me how to get money out of my account. Hoping that it would work, it did! All thanks to the user that wrote the guide on how to get it released!
