    Keep California's Attorney's link in it as well as have your main bank's link. Like in India there is Reserve Bank Of India, in France there will be something similar. And also keep BBB and The United States Federal Reserve.

    Well, I guess It definately Ddidn't work for me.
    I recieved and email this morning. Copied, and pasted below. The thing is, I have put things on ebay in the last 12 months, back in October, just not 20 of them I don't think. I put like 10 high dollar items on. I have a feedback of 40 at 100% as I have said before, no chargebacks, and no disputes what so ever. You can see for yourself as my username in eBay is pokerqueen34 If my rating was at 100 at 100% this wouldnt behappening to me. All because I Don't sell on eBay. I don't even sell on ebay is why they are doing this. UGH!!!
    Here is the letter they wrote back to me:

    Dear Melanie,

    Thank you for contacting PayPal. My name is Leslie, and I work for the
    Office of Executive Escalations. Please accept my apology for any
    difficulties you have experienced while using our service. I understand
    that you contacted us regarding the 21 day hold policy for incoming eBay
    transactions. Please allow me to provide you with further information
    regarding your concern.

    eBay and PayPal are working collaboratively to make buying safer on
    eBay. This policy change will help to encourage safer online shopping,
    by using online payment methods that are safer, easy to use, reliable,
    and offer high levels of protection for users. We believe that safer
    buying experiences results in increased sales for sellers. We have found
    that after 21 days the chance of a buyer dispute or claim significantly
    decreases.

    This policy change has gone into effect beginning March 2008 and is
    shown to you when you begin to list an item on eBay.

    Payment Holds for eBay Items
    (https://www.paypal.com/us/cgi-bin/webscr?cmd=xpt/Marketing/securitycent
    er/sell/SaferPayments-outside)
    - If you are required to offer a safer payment option, you may also be
    subject to Payment Holds for eBay Items. With payment holds, PayPal may
    hold payments that you receive for the sale of an eBay item until one of
    the earliest of the following occurs:

    - The buyer leaves positive feedback.
    - 3 days after confirmed item delivery* or
    - 21 days without a dispute, claim, chargeback, or reversal filed on
    that transaction.

    * This applies to U.S. domestic transactions shipped by USPS or FedEx
    and either (i) use PayPal shipping labels to ship items or (ii) upload
    tracking information to PayPal via the transaction details page.

    PLEASE NOTE: These reports are run in batches throughout the day, and
    the funds may not be immediately available to you until the batch has
    been run on your specific transaction.

    If you sell in the categories of gift certificates, video games, cell
    phones, computers or consumer electronics, your listings for those items
    must offer a form of safer payments as outlined in the Accepted Payments
    Policy.

    Your payments will not be held if you meet all the following
    requirements:

    - Your eBay tenure is more than 6 months.
    - Your eBay feedback rating more than 100.
    - Your buyer dissatisfaction is less than 5%.

    Or if you meet all the following requirements:

    - Your Detailed Seller Rating is greater than 4.5.
    - Total Detailed Seller Ratings Received: More than 20 in the last
    12-months.
    - Your buyer dissatisfaction less than 5%.

    Sellers with a buyer dissatisfaction rate of > 5% may have payment holds
    on all of their transactions/listings on eBay. If a seller has more than
    5% dissatisfied buyers in the last 30 days, they are required to offer
    PayPal or a merchant credit card and may have their payments held.

    The dissatisfaction rate is based off of:

    - Leaving the seller a detailed seller rating (DSR) of one or two on
    any of the attributes. The detailed seller rating system is based on a
    one- to five-star scale. Five stars is the highest rating, and one star
    is the lowest.
    - Filing a dispute, claim, or chargeback related to an item that was
    Not Received or Significantly Not as Described.
    - Leaving a negative or neutral feedback.

    These factors are weighed by their relative impact to buyer
    dissatisfaction.

    These requirements are per individual eBay account. If you don't meet
    these criteria yet, we recommend that you implement best practices to

    One more time let me re-collect everything. PayPal hold your money right? and your PayPal account is closed and you will get funds after 180 days? By sending them that mail, I don't think they will do anything for your eBay account.

    No They havent closed my account, and they are holding my money for 21 days for each transaction. I cannot conduct business that way. So, at some point I am going to have to go with Money bookers only, which I'm sure will affect my sales greatly , but I don't have 60 more things I can sell on ebay, then pay for shipping myself, with all funds being held for 21 days.

    Well I do! I think they shouldnt just single ut people, and if they are going to do this, then they should do this to everyone, and not cherry pick since 2008. I have been doing business with Paypal for years on end, and have never had any problems until now, when eBay started 0wning them.
    You shouldn't HAVE To sell things on ebay to be able to use Paypal, but that's my opinion. I won't be using them at all anymore, except for my debit card. It's okay for me to use that, and send payments, but to recieve them I have to wait 21 days on each payment? That's rediculous!

    They are still reviewing. As a matter of fact I just recieved a phone call, and they asked me all kinds of questions as to where I was selling, and so forth, so they could see I was in good standing with iTrader. If this doesn't get resolved I will follow through and will definately file all of those complaints. I have done business with them for years, even before eBay owned them, and this is just completely unjust, and unfair! I think if this does not get resolved, I will even get the press involved.

    Don't be too Angry, your problem will get solved. :)

    He has just sent the mail and waiting for response.

    If anyone tries the mail and did not get his problem solved then just submit a complaint to those Agencies listed in mail. :)

    As of last night I recieved a phone call and an email, letting me know they have lifted the limit for me. Thank you very much for all your help! I even have a phone number, and person to call in case this happens again, so she will re-lift it for me again if I get chosen randomly again.
